There's zilch that can be done about. Occasionally the kind of people who do it are so dumb that they'll dump mail along with it, in which case a sheriff's deputy will make them come clean it up. That's a surprisingly high percent of the time. I'd say around 10%. The rest of the time the county will come get it or it gets thrown on the burn pile.
