What I understood, you can't change base acres at this point, but you can enroll if it wasn't farmed by you.  We picked up rented ground the year after the program went into effect, we were able to pick arc county, but couldn't change the base acres.  It still had some wheat acres on it, which did actually pay out this year, so got a wheat payment and have never grown wheat myself.  That's where i think the whole program is screwed up.  My other farms were changed to corn/soybean when the program started.
