I suppose some of those people could be employed sending out letters to tax avoiders telling them that they are supposed to pay the tax irregardless of where the product is purchased, its called the "use tax". Most people think that if the retailer doesn't charge the sales tax then they don't have any obligation to pay it, the law says otherwise at least here in Minnesota. Prosecuting would be difficult, but not impossible.
