This is a terrible thing for Jim and the families involved and I sure hate to hear it. But seeing some of the places that some bike riders around here choose to take their chances against vehicles with 30 times their weight and 4 times their rate of speed, I hesitate to lay the blame all out on the other driver without a whole lot more information. I know no details of this accident to speculate on- but I see cyclists on roads with no shoulders, curves, hills, line abreast, low visibility times of day, etc pretty routinely and that seems to stretch common sense pretty hard from the other side.
