A few quick questions:

What is your basis for saying that soil organic matter is not improving?
visual observations of residue breakdown? soil test data?

What depth are you pulling your soil cores? Do you ever sample at a shallow and a deeper depth to evaluate stratification?

What soil textures are you working with? (e.g., sandy loam, silt loam)

it is certainly good to build total organic matter but increasing the more "active" fractions of OM near the soil surface is especially important for improved soil function.
