Apparently you see no difference between a scenario where both sides want or need a fence vs the scenario where only one party needs/wants a fence.

By opposing landowner I meant the landowner on the opposite side of the fence.  There are landowners that live nowhere around here and it is kind of hard to consider someone you've never seen a neighbor.  Nothing else was implied.
