How do you interpret the phrase, "conventional ethanol mandate up to the E10 blend wall is non-binding"? I interpret it to mean, that at blend levels up to full E10, the 15 billion gallons of ethanol (the mandate) won't be exceeded. But isn't this exactly contrary to the purpose of the mandate? Isn't the 15 billion in "conventional" ethanol mandated by the RFS?
I disagree that the SRE aren't limiting ethanol use. I know that one station in each of my two neighboring towns offers "non-ethanol" gasoline and according to the clerks they are sell substantial amounts even at the higher prices. I think these SRE's are being used to facilitate sales of this E0 gasoline. In fact, I believe they removed the E85 and replaced it with E0.
It is interesting that they say that the lower energy value of the ethanol almost exactly matches the value of the added octane. If the energy value of ethanol is 70% of gasoline & fuel ethanol is priced at $1.40 per gallon then the energy value of a gallon of gasoline should be $2/gall.
