I'm wrong a lot so bear with me here. It was my understanding that the proposal being kicked around on E15 was to approve the sale and use of it not to mandate it. They are two very different things. A mandate would be a really big deal. Not sure how the watered down version that approves the sale and use would play out. My suspicion would be that it would not have all that big of an impact because blenders would still go with the mandated E10 blend.
