Perhaps the Chinese are looking at this as a very short term issue to deal with, all they have to do is wait out Trump which might be 2 years or it might be 6 years. At this point they have no idea if Trump could win re-election in 2 years so there's no reason for them to panic and give away a ton of money for Brazil's infrastructure.
