It will have to be tied to bushels, c and beans, with an LDP payment for each based on full PCP (Corn $3.79/bu, soy $9.17/bu) on certified planted acres. It would be simple to do, machinery is already in place to crank it out,, but it would cost the American taxpayer a bundle of cash---for what?
