We had a group build a parking lot above a farm field. Zoning board made them take care of their surface water before they would approve any more buildings. Why don't you deal with your surface water? In our case they ended up with retaining areas and a tile thru our field.


Is this a serious question? Bit of a difference between a non-permeable surface such as a parking lot, and excess runoff.

Here in ND it's illegal to stop the natural flow of water, and could easily be taken to court over something like that.
