Not sure what "Feds" you are referring to but locally the state DOT is in charge of maintenance along the interstate right of way. Iowa DOT is the worse offender when it comes to noxious weeds. At one time we had beautiful byways until someone had the brilliant idea to naturalize them so now all we have are weeds. I would say Missouri does a much better job of maintaining their right of ways than Iowa.
