rite of ways, states get that responsibility. I know Iowa and Missouri are letting the rite of ways/ditches grow up in brush and weeds. I assume its for wildlife cover. Hell in places they are even planting trees, shrubs, and other brush. Should be against the law to take private ground for such public use. That's all it is. Insurance companies and the public in general should be up in arms.
