I'm not 100% sure what I'm looking at there. When I built terraces they wanted "blocks" here and there that were berms as you call them perpendicular to the main terrace.
Their thinking was if the terrace were to wash out in one place the blocks would keep the WHOLE basin from draining through that one washed out spot.
