Typically an offer that is substantially different than the asking price. offering 1/2 of asking price definitely is, offering 90% probably isn't.
A related pet peeve of mine is sellers who do not have an asking price and won't talk price unless you look at the item. If it's going to be priced way out of my budget, don't ask me to waste my time looking at it.
