The customer is in the wrong but literally every supplier I deal with needs to be checked up on or my item will sit on the shelf forever. I've learned to never say "no rush", might as well just say loose my part/order and then throw it in the trash. If it's genuinely not a rush I don't say anything. If it's a rush I make that known. I've literally waited months for overseas parts only to find out the order was lost or forgotten about.
