I think these guys find themselves dealing with an increasingly more complex tax structure. I don't think our local elevators shrink dollars, but I would bet it has something to do with taxes. Even our local changed our payment type (I can't remember because it looks the same, but I think it's all a sort of patronage payment). Probably most of these rules were written into law for other industries with close government ties and as regulators apply pressure to business, I think they spend a lot of time looking for tax advantages.
