VW didn't cheat one bit. The regulations require the car to pass a specific test. VW passed the test, period.

And the test isn't even about clean air, it's about only one measurement - grams per cubic foot. A test designed to encourage clean air would measure grams per mile. That is a test that VW would excel at.

VW didn't get in trouble for pollution - their cars get you further on less pollution than just about anyone else. They didn't get in trouble for not passing the test - they passed the test to the absolute letter of the law. They got in trouble for showing up the EPA and shedding light on how counterproductive the regulations actually are.
