What colour nozzle and how fast are you driving?
It's not likely that all your check valves are failing. They should be wide open at that pressure. This would indicate that you are not running 60 psi, but closer to 20 psi. Its not likely that all your check valves are failing, it's more likely that you have a sprayer problem or have the wrong nozzles.
