A lot of weed seeds have long term dormancy that requires a certain amount of sunlight to stimulate germination. If they are kept in the shade, they "think" they are still buried way too deep to emerge, so they will wait to maybe be brought to the surface by tillage in future. Most of the crops that we plant have no hard seed, and simply require moisture and adequate temperatures to germinate.
