If it is Mediacomcable your talking about a quick browse if their website shows "up to 50 mb/s".  Furthermore, cable internet is notorious for being first come first served bandwidth.  When the school kids get home they hop on their gaming computers, iPads, gaming consoles, etc and use all the bandwidth, leaving your nothing.  Unfortunately, I doubt you will get them to improve things much.  I dealt with an ISP when I was in banking that offered poor quality bandwidth and they always found an excuse.  If your going to call somebody repeatedly you may want to try your Public Service Commission and/or the Better Business Bureau.
