I think the 40% figure came from 1985. deep into downturn. I also think she commented that she wouldn't be surprised for it to get into the mid 20% range. And the banking industry would not ever let it get to mid 80's crisis levels and action would be taken way before that point now days.
It was a lot of information to soak up in a short time.
I could maybe answer another pacific question, just didn't want to ramble and get too long. I don't like to read whole page ramblings.
