I think you miss understood what I was saying or I didn't state it properly .
The Commerce Clause was never meant to be used by the Federals to stripe away the States Rights .
It has been perverted by by the Courts ,Congress , and the President and most of all by Federal Bureaucrats
that control how laws have been written. The laws were to be written (per the constitution) by the elected officers not some Federal underling.
If the Commerce Clause was used the way the creators of the Constitution had intended I doubt the Bureaucracy ,
in Washington would even be half its current size possibly down to 1/4 .
Just the way I see it.

So why wouldn't Cruz and a republican controlled Congress simply use the Commerce Clause to prevent the individual states from enacting their own local law. Just because they would deny the justification of the enviromental regulation with the Commerce Clause doesn't mean that they wouldn't use it to curtail state level enviromental regulation.
