You're probably right.
At the debate, Ben Carson had the best answer I thought. Something along the lines of "the rfs goes to 2022, and we made a promise. People invested money because of this promise, and we should keep our promise"
FYI, I'm not endorsing the guy, just thought it was a good answer.
