I think topsoil is most important but can't discount what you do underneath either. I've seen a dramatic improvement in the quality of crops around here on some poorly drained what I would call sub par dirt. And its from some of the biggest farmers with the biggest equipment (compaction). I think its from a variety of factors. I think seed it better. I think the understanding of agronomy is better understood by the better farmers such as the use of micros and the antagonism of each. I thinks stuff like gypsum has helped. I think the use of cover crops has helped soil tilthe a lot. Im learning and trying new stuff every year. For us, tile has seemed to help our sub soil. Good luck.
