It's a tile outlet. When you need to find it later (6 months or 6 years later....) you use the WAAS recorded point as a guide to locate outlet down in the ditch.

Plus if you ever need to add a connection, when a backhoe comes in to dig down, the reach of the hoe's boom far exceeds the drift of WAAS.

If you have RTK, by all means use it. I personally think RTK is a little overkill for marking outlets.
