It's a good thing, means the corn has great growing conditions. Most likely the tillers will be cannibalized by the plant in a few weeks. If they do make it, they will put kernels at the tip where you would expect a tassel to be. Some hybrids express the tillers more than others, I have seen it way more in Pioneer genetics than in Monsanto's.
