Legumes do not digest organic matter to make nitrogen. They fix nitrogen from the air. Biology in the soil make nitrogen available by mineralizing organic matter. Especially when there are no living roots. Summer fallow is what burns up organic matter not legumes. You are correct that legumes are generally have lower C:N ratio which leads to faster decomposition.
