I worked on lots of these when in dealership. #1 probably has worn out pto brake #2 most likely has a bent pto arm in the clutch valve to rear of left battery box. Not a big job valve had to come off and taken apart to replace arm. bent from pulling pto lever back fast and hard. Use to put in by hand fulls when pto combines were big
