Just want to comment on #4 and #5. I read somewhere last week that the attorney fees in Kansas was going to eat up 4 out of the 5 million $ awarded to Kansas.
#5. Though surface water in the Republican does rely on runoff to fill the reservoirs, natural streamflows that are fed from the aquifer also contribute. As the groundwater level is lowered in the Upper Republican NRD streamflows have declined. They started declining as soon as the wells were developed in the '60's. So well pumping upstream is have a detrimental affect on surface waters downstream.
