Kagen is relating his knowledge and experiences with the Ogallala Aquifer in Nebraska. The quotes you reference are drawn from comments related to other areas of the Ogallala, primarily the panhandle of TX. A little further in the article referenced, there is a map of the Ogallala Aquifer in its entirety, showing only isolated areas of groundwater declines in Nebraska, and some areas of groundwater rise in the Ogallala.

My comments aren't to be interpreted that we have nothing to be concerned with regarding groundwater use. However, broad brush generalizations, and quotes that are somewhat out of context and made by the authors to maginify the extremes, should be regarded skeptically without specific knowledge of local conditions.

Water is a valuable resource needs to be managed wisely. This can only be done without "the sky is falling" or "head in the sand" extremes of rhetoric. Extremes of position only make it more difficult to develop well reasoned and responsible approaches to water use that can maximize economic value and longevity of a valuable resource.
