Lock his a** up. He knowingly and willingly stole it. He put you in financial harm for his own gain. Unless there is some hidden reason (debt you owe him but won't pay or similar) he took the risk. He may be family and that's great. It sounds like this isn't the first issue with him.
I may get flamed for saying that but it's how I feel. He is a criminal. It sounds to me like this may not be the first issue he has had. Criminals have kids. If he can steal from his own family then he could from others. Why would it be ok to steal from a kid but not ok for the kid to turn it into the cops?
