I too have heard that an implement of husbandry should remain in the full lane of traffic on my state, that pulling off and on or driving along the shoulder on roads with wide shoulders can set the farmer up for liability issues. Even crowding over to the right somewhat could be viewed as an invitation to a following driver to pass and sets the farmer up for liability of any accident.
I used to drive 5 miles on a state highway with 2 gravity boxes. One year the roads were cluttered with debris, I got 2 flat wagon tires in two trips while driving on the shoulders. That kinda cured me of trying to be nice, even at risk to my legal standings.
There are two sides to the issue, and i certainly understand what you are saying. I get frustrated following slow deals too. When empty, and where there is good visibility I try to get myself out of the way as much as I can when I can.
But that does come at a cost to me as well, and at risk to my liability which is no small issue these days!
