There is a local farmer here that has had the capabilities to do it since the 80's. They call it irridrain here. It basically is a field below a pond and when there is excess water it works like normal tile then during the growing season if water is needed the open pond drain and close outlet . I have not seen this in person but will ask him tomorrow at breakfast if I have described it incorrectly.
