By using the percentages instead of the numbers, they try to create an impression of greater damage than actually exists. When reading secondary source documents, it's important to read the angle the author may be coming from.
Now with it remaining at a balance, our stocks-use automatically will rise considerably, from 13% to 17% roughly. More concerned though with massive assumptions on the USDA's part about what will happen based, not on evidence, but opinion.
