They might not legislate those trucks out of existence, but they might be able to legislate fuel economy improvements for trucks that are only doing car duty 99.99% of the time. As Ol Pokey said some people don't have to justify the vehicle they drive, so maybe the manufacturers just need to be encouraged to improve the mileage on those vehicles when they are being used as cars.
What is our obsession with fuel mileage?
