Just found out through a landlord that a neighbor plans on running a 12" outlet under the road and tying it into landlords existing tile to run 400-500ft to an open ditch. Landlord said supposedly the neighbor got it approved at the courthouse and there would be no cost involved. I am almost certain that the landlord doesn't have any 12" tile in their field. I plan on calling the engineer and the Soil and Water in the morning, but this is the first I'm hearing about it and it is supposedly a done deal.

I would add the whole project makes no sense to me as there is a ditch on the neighbors side of the road, but it isn't very deep. The road separates two townships. It feels like this neighbor is working with a buddy township trustee and trying to push this through my landlords property cheaper than doing the right thing and reconstructing the ditch to size and getting everyone in that section on board. Obviously, I'm biased...

Thoughts?
