A power beyond on an open center tractor is kind of a bizarre setup because it does exactly the same thing as just plugging the implement into a hydraulic outlet and adding a bungee strap to the lever for that outlet.
I don't have the most faith in your hydraulics guy. This will be a very non-standard installation and shouldn't solve any return issues (except some real edge cases).
