I think the NTs have alot of little upgrades such as a narrower transport width and I think the hydraulics were improved as well.  Also you have to go to a NT to get bulk seed.  We bought a 24 row 1770 (late '90s model) this spring for right in the middle of your price range but the 24 row planters can often be bought cheaper than 16 row models.  We've ran finger pickup units in the past, this is our third Deere vaccum since '01 and really didn't even consider a finger pickup unit.  The vaccum is much simpler and with the eset disks spacing is just as good as a properly tuned finger pickup.
