I actually had one do this when the shutdown solenoid relay on the P7100 injection pump burned up. Relay shorted out internally, and caused the starter to hang and the solenoid to burn up. At the time, that one hurt pretty bad. I would unplug the 3 wire connector on the solenoid before doing anything else, and then troubleshoot the starter. When you get the starter right, then plug the pump back in.
