Get a spray bottle with some water and a few drops of dawn dish soap. Wet the hood as well as the decal as you're peeling the backing off, then you can slide it around a little until you get it where you want. Once it's where you want it, take a plastic Bondo spreader or a credit card and start squeegeeing the water and air bubbles out starting in the center and working your way to the edges. After that I usually take a microfiber towel and just keep rubbing for a while before peeling the outer transfer tape off. If it wants to peel the decal when removing the tape, just keep squeegeeing and rubbing until it sticks good. If you have an air bubble, take a sharp pin and poke a hole in the decal then you can work the air and water out.
