From what I was able to read they want force the packers to setup "regional mandatory minimums" based on a 3 year average. So If I'm reading it right their would be a floor price for the whole year based off a three year average per region. Also it would force packers to be more transparent on the contracts they have with contracted growers.

So in turn "cash" producers/sellers would have better insight on what times or months there is lower contracted cattle and provide better opportunities to negotiate a better cash price. I'm unsure where the teeth are in this bill.
