I’ve had my 95 for 20 years. I’ve bought a LOT of motorcraft glow plug relays. In 2009 I bought a Napa ST36 relay. Not any higher than motorjunk ones. It still works perfect. If your fuel bowl heater ring ever breaks and grounds to the fuel bowl blowing #22 fuse under the hood, replace it with the heavier one for a 1999 and up 7.3 tdi.
Also, for your starting problem, don’t rule out battery cables.
