Best depends on what tools you have available. If it is knee high or less, I would till it in 2-3" with a Rotavator. Finish with a field cultivator ahead of the planter 10 days later.

Before I had that option, I have moldboard plowed it. I know some guys use high speed disks like a Horsch Joker or Lemkin Rubin. Never used one myself though.
