20 years ago, we had a springing dairy heifer that managed to survive a blackleg infection. She carried a bulge on her leg exactly like that for a year. When it became obvious that it wasn't going away, my dad lanced it. He opened it up enough so he could just reach in with his fingers and help it drain. She healed up fine after that little surgery.
