Not sure on specific commercial/urban rules, but I can imagine they are getting relatively stringent in Wisconsin. I know even for ag related construction we were required to have a stormwater managment plan/system if you disturb more than 1 acre. The site run off could have easily went into my field or the road ditch without adverse effect. Got a lovely moat and retention ponds around my new grain setup and double the excavation bill I was planning on and an engineering fees and permits I was not planning on. Even got to pay an archaeologist to come look at the site for Indian Artifacts and right a report for $2,500.00 before they would grain the site permit.
