The possibility for many other aircraft in the area is high, so you need permission ( clearance) to do just about anything in class B controlled airspace. Believe me in such as an emergency as this air traffic control will work hard to give the aircraft just about anything they need.

Class B airspace in the area around any larger airport. Minneapolis, Denver, Kansas City etc. That type of airport. Any airport with an operating control tower will have at least a 5 mile radius control area that you need clearance to operate in.
