Federal law provides that if a state allows one tribe to operate a casino, any recognized tribe can operate a casino in that state, that is a tribe with no historical presence in that state can still operate there. With several states fairly well saturated with gambling locations, a new territory is going to attract a lot of interest. Established casinos have an interest in limiting their competition, while newcomers are looking to open where they would be in new markets.
