It depends whether you have strobin resistant frogeye or not. If you have the resistant strain then you need a triazole in the fungicide to control it, one pass at R3. If not, the strobin ai in many fungicides will do a good job with one pass at R3.
In my neck of the woods which isn't real far from you, I assume mine all has resistance and treat it as such-I've sent samples to the SDSU lab and they confirmed a low level of resistance to strobins. The strobins will slow it down but it tends to recover later in the season which may or may not be early enough to cause damage. Fungicides with a triazole stop it permanently.
I've never had it come in early enough to spray before R3. I have seen it come in later than R3 but usually there is some sign at R3 if you scout hard. We have had quite a few years in a row of significant frogeye that makes me think it's going to be here pretty much every year wet or dry.
