On the ground accuracy is the sum of all the components you use. The steering controller needs to be tuned for line holding, but an unstable GPS position could cause the same weaving symptoms. Even the WAAS system is a relatively stable signal over a very short period of time (I'm talking seconds, like the time it takes for the tractor to weave across the AB line). Of course RTK is stable over a much longer time frame.
